Renee Roth, who served as Manhattan surrogate from 1983 to 2008, has been appointed by Assembly Speaker Sheldon Silver, D-Manhattan, as a member of the state Joint Commission on Public Ethics. Roth will replace Patrick Bulgaro, another Silver appointee to the 14-member commission that regulates lobbying in Albany and monitors the ethics of executive and legislative branch employees of state government. Bulgaro, a former state budget director, resigned on Tuesday.

Roth said in a statement Wednesday that she considers it a “great honor and privilege” to serve on the ethics panel. Roth is of counsel at McLaughlin & Stern in Manhattan and is chairwoman of the Surrogate’s Court Advisory Committee to the Office of Court Administration.

Members of the commission are not paid. The panel is headed by Daniel Horwitz, a partner at Lankler, Carragher & Horwitz.
